Changes on the Way: QBCC Annual Reporting Requirements for SC1 and SC2 Licensees

The Queensland Government has announced plans to amend regulations to reduce administrative requirements for the building and construction industry. One of the proposed changes is to remove the requirement for Self-Certifying 1 and 2 (SC1 and SC2) individual licensees to submit annual financial reports to the Queensland Building and Construction Commission (QBCC).

However, while the government has stated its intent to make this regulatory change, it has not yet come into effect. Our understanding is that SC1 and SC2 licensees are still required to meet their current reporting obligations, including submitting their annual financial reports to QBCC, until the changes are formally implemented.

The QBCC continues to enforce financial compliance requirements for all contractor-type licensees, ensuring businesses meet the minimum financial standards necessary to operate. While the removal of annual reporting for SC licensees is expected to simplify processes, all licensees must still maintain their financial position in accordance with QBCC rules. The commission retains its oversight powers, including conducting audits where necessary.

For now, all SC1 and SC2 licensees should proceed with their financial reporting as usual. Once the regulatory changes are confirmed, including an official start date, we will provide further updates.
